「社会的相当性」と「公共の福祉」を理由として宗教または信条の自由を制限することは、自由権規約（ICCPR）によって禁じられている。

2009年以降、不相当な献金勧誘とされる事例はほぼゼロにまで減少した。しかし裁判所は、問題は依然として存在すると主張している。
